and Regulations 2024

Process

Organizations requesting admission into the Six Nations Bingo Hall must meet and adhere to the following eligibility requirements:

Application for Sponsorship

1.  All Sponsors requesting admission must complete in full the following.

a. Application to Manage and Conduct a Lottery Scheme

  • Financials 

a) Financial Statements (include financials for the whole organization’s operations including subsidiaries.)

b) Upcoming Year’s Budget

  • Most recent Bank Statement 
  • Constitution/Mandate
  • Listing of all Present Executives
  • Listing of Organization/Team Members
  • Listing of Additional ongoing Fundraising Events with profits made (past year and upcoming year)
  • Proof of acknowledgement of funding
  • Signed Acknowledgement of 2024 Rules and Regulations sheet (last pg of Rules)

Eligible Bingo Expenditures (list of expenses to be approved)

Team Sports

  • Eligible expenses;
  • League/Registration Fees
  • Facility Rental
  • Officials
  • Coaching and Training Clinics
  • Medical Supplies – first aid kit
  • Uniforms
  • Advertising

Community Groups/Organizations

Expenses will be approved on what is considered beneficial for the community. 
Home & Schools – Educational event fees, registration, bus rental and gym equipment
DayCares – Educational trips, bus rental, programming
Pals – Physical activities, safety awareness programming
Libraries – books and programming
Fire Department – Equipment
Hospitals – Equipment

Expenses Not Approved:

Under no circumstances will the following be approved or considered as eligible expenses,

  • Start up cash for fundraising or purchasing prizes 
  • Donations
  • Purchase of equipment (sports) eligible expense ex team goalie equipment
  • Salary and Benefit expenses & Honorariums
  • Loan payments 
  • Outstanding debt payments from previous years
  • Vehicle Expenses (purchase, repairs, lease, gas, etc.)
  • Land Improvements
  • Construction of new buildings
  • Renovation/Remodelling fees for buildings (installation of air conditioning, furnace, roofing, etc)
  • Building costs (rent, insurance, etc.)
  • Travel

 Any deviations or exceptions must be approved by the Six Nations Gaming Commission. Note-

  • The Six Nations Gaming Commission reserves the right to request three quotes for any expenses.
  • Priority will be given to Six Nations of the Grand River minor organizations and Community organizations.
  • Any off territory organization must prove Six Nations of the Grand River membership
  • No adult organizations will be considered.
  • No other First Nations will be considered.
  • Any organization applying for funding must prove continual fundraising.
  • All organizations that have been suspended or found non-compliant must meet with the Gaming Commission before approval.
  • Eligibility to sponsor a bingo event(s) must be approved by the Six Nations Gaming Commission.
  • Applications must be submitted to the Six Nations Gaming Commission for Approval
  • Applications are reviewed at the beginning of the fiscal year.  These applicants will be given priority over late applicants.
  • Applicants who do not submit by the initial deadline will not be considered for extensions.
  • Applications may be reviewed throughout the year depending on the number of current sponsors.

Rules and Regulations

1 - Acknowledgement of 2024 Sponsor Rules and Regulations Agreement. 

It is mandatory that each Organization sign the 2024 Sponsor Rules and Regulations Agreement.  This will ensure that each Organization takes the responsibility to ensure every member has a copy and is well aware of the Sponsor Rules and Regulations.  Failure to sign the agreement will result in loss of bingos.

Blanket License

The Six Nations Gaming Commission has approved a $200 blanket license for all organizations who wish to hold multiple draws through the year.  They will still be required to notify the office of the draws taking place (team, start & end date and type of draw), report the winners and prizes awarded for each draw.

Sponsors found holding any unlicensed* lottery activity outside of the Bingo Hall will jeopardize their sponsorship and be subject to review of application.  

*unlicensed means draws held not licensed by the Six Nations Gaming Commission.

3 - Contact Person

  1. There will only be one (1) contact person for each sponsoring organization.
  2. Should you wish to change your current contact person, an email stating the changes must be submitted to the Gaming Commission from the organization’s executive.
  3. The Six Nations Gaming Commission must be notified immediately of any changes to your executive, address or contact person.
  4. The Primary contact person will be the only one contacted for new information and notices.  It will be their responsibility to relay the information to the executive and organization.  Please ensure the contact information for the primary is not a work number as they may need to be contacted after hours.
  5. All correspondence or requests will be completed via email to ensure a record of contact is available.

4 - Sponsor Requirements

  1. Each sponsor must follow the Sponsor’s Rules and Regulations.
  2. Please note that workers are no longer required for your sessions.
  3. Each Sponsor will be required to submit monthly reports on their monies spent. 
  4. Each Sponsor must submit their logo to be displayed on the bingo monitors.  Please email your logo in JPEG format to the Gaming Commission.
  5. Each Sponsor must promote the Six Nations Bingo Hall.

5 - Suspension Rules

  • Failure to submit complete financial statements will result in automatic suspension
  • All organizations that have been suspended 3 times within the year must meet with the Gaming Commission before approval of their new application will be made.  The Gaming Commission will schedule meetings after the application review.

6 - Misappropriation of Funds

Any sponsor found to be misappropriating funds will be suspended for the remainder of the year and will be required to return the funds to the Six Nations Gaming Commission to be redistributed.  They will no longer be eligible for sponsorship.

Bingo funds earned in the year is to be spent on the items incurred during the fiscal year.  The bingo funds are not meant to be a savings for future use.

7 – Monthly Expenditure Reports

  1. Bingo Reporting will commence upon receipt of the 1st bank statement with the initial deposit. 
  2. All monthly expenditure reports after the initial month must be submitted regularly and filled out properly, complete with receipts, invoices, cheque copies and bank statements, signed off by the treasurer and submitted to the Six Nations Gaming Office on a monthly basis on the last business day of every month.  Any cheques made payable to an individual must have backup and receipts as to how they spent the money.  Please indicate which payments on your bank statement are relevant to bingo sponsorship for easy review. 
  3. All monthly expenditure reports are to be handed in even if there has been no activity in your accounts and whether or not you are in the Bingos.  They are to be completed until the balance in your bingo account is $0.00.
  4. Failure to hand in Monthly expenditure reports on a monthly basis by the last business day will result in suspension and your organizations eligibility for sponsorship will be jeopardized.
  5. Should an organization misuse their funds please see Misappropriation of Funds above. 

8 - Sponsor Pay-outs

  • The Sponsor’s percentage split is 40% of bingo revenues minus expenses.  The amount available each year will be presented by Six Nations Bingo/Development Corporation prior to the new fiscal. 
  • Actual profits will be reviewed every six months to ensure 40% of profits were distributed. 

9 - Sponsor Cheques

  • All Sponsor cheques are now direct deposit and deposited into the organization’s bank account within the following month by the last Friday of the month.  For example, if you completed bingos in April your April’s bingo deposit will be take place in May.
  • All new sponsor organizations are responsible for submitting direct deposit information (Voided Cheque or Direct deposit form from your bank) to the Gaming Office.
  • Please note separate bank accounts are no longer required, merge your bingo account with your general.

10 - Organizations

The Six Nations Gaming Commission is separate from the Six Nations Bingo Hall.  The Bingo Hall is licensed by the Six Nation Gaming Commission.

The Gaming Commission has the right to implement penalties for failure to abide by the above-mentioned rules and regulations as required.

Acknowledgement of 2024 Sponsor Rules and Regulations

I, the undersigned, confirm I have read the 2024 Sponsor Rules and Regulations and agree to the responsibility of ensuring that all members and workers of my organization will have a copy and follow the procedures as specified in the Rules and Regulations by the Six Nations Gaming Commission.  

Disclaimer:  Failure to inform members and workers of your organization of the Rules and Regulations may result in forfeit of your Sponsorship.
